HA NAM IMPROVES RANKING OF COMPETITIVENESS INDEX AND PROVINCIAL GREEN INDEX IN 2024

Ha Nam's Green Index (PGI) has seen a significant improvement in ranking, placing 9th out of 63 provinces and cities. All component indices of the PGI have increased compared to 2022. Specifically, the pollution and disaster mitigation index rose by 4.07 points; the compliance assurance index increased by 0.93 points; and the green practices promotion index went up by 0.44 points. Thanks to these positive changes, Ha Nam is rated as one of the localities with good economic management quality. This is an important resource for Ha Nam City to continue making strides in attracting investment, developing high-tech industries, and realizing a stable and sustainable green economy.
 

According to the Provincial Statistics Office, in the first five months of 2024, the overall industrial production index of this province is estimated to have increased by more than 14% compared to the same period in 2023. From the beginning of the year until April 30, 2024, Ha Nam attracted 23 investment projects, a 77% increase over the same period last year. This includes 8 new foreign direct investment (FDI) projects with a total registered capital of USD 55.8 million and 15 new domestic projects with a total registered capital of over VND 1,945 billion.

Ha Nam aims to achieve an industrial production value of over VND 219.4 trillion by 2024 (an increase of 12.5% compared to 2023). To reach this goal, Ha Nam City is actively implementing several specialized proposals to attract investment, particularly foreign direct investment (FDI). The provincial People's Committee has proposed to strengthen the training and attraction of high-quality labor to meet the needs of industrial development. It aims to integrate and enhance the quality of services according to the production and business needs of enterprises and to boost investment in supporting industries, particularly in electrical, electronic, and mechanical assembly industries.

Focusing on quality, efficiency, technology, and environmental protection as the main evaluation criteria, Ha Nam City concentrates on identifying foreign companies with strengths that align with the Ministry's direction, regarding selective investment attraction and cooperation. To date, the services provided for businesses in the province's industrial zones have been uniformly invested in, gradually meeting the basic needs of businesses in production and trade. The supply of electricity and water is stable and guaranteed, and the collection of rainwater and wastewater from secondary projects is fundamentally handled thoroughly.

Currently, all 8 industrial zones in the province have wastewater treatment plants to ensure wastewater is treated to the required standards before being discharged into the environment. These plants are equipped with automatic monitoring systems, with a total treatment capacity of 18,400 cubic meters per day and night.

To improve the PGI and PCI rankings in 2024, the People's Committee of Ha Nam Province has directed the Provincial Industrial Zone Management Board to actively coordinate with relevant departments and sectors to comprehensively and seriously implement the province's commitments to investors, creating an open and favorable business environment. Additionally, they are studying and developing an overall mechanism for attracting incentives and investment support for major projects across the province.
