In his speech, the Prime Minister expressed his pride in the Party, the people, and the Vietnamese nation after 80 years of overcoming countless hardships to achieve today’s achievements, potential, and position. He placed his trust in the pioneering spirit of the young generation and expressed expectations for a breakthrough in the private sector – an important pillar of the national economy.
He emphasized that this sector currently includes more than 940,000 enterprises and 5 million household businesses, contributing about 50% of GDP, over 30% of the State budget revenue, and creating jobs for 82% of the workforce. In particular, the group of the 500 largest private enterprises (VPE 500), though accounting for only 0.075% of the total number of enterprises, has contributed 12% of employment, 28% of total assets, and 18.4% of revenue – clear evidence of its role as a driving force in innovation and global value chain integration.
“The Government accompanies, officials innovate, infrastructure is connected, institutions are enabling, enterprises pioneer – Vietnam develops,” the Prime Minister affirmed.
Appreciating the theme of VPSF 2025 – “Unleashing Potential, Shaping Vietnam’s Future” – the Prime Minister praised the genuine and highly responsible voices from the business community. He emphasized that the private sector must not only remain steadfast in the policies and orientations of the Party and the State, but also uphold business ethics, the spirit of great solidarity, and combine national strength with the power of the times to rise strongly.
At the dialogue session, Ms. Phạm Thị Bích Huệ – Head of the VPSF 2025 Organizing Committee, Vice President of the Vietnam Young Entrepreneurs Association, and Chairwoman of Western Pacific Group – on behalf of the Organizing Committee summarized the key messages sent to the Government. According to Ms. Huệ, all recommendations converged on a common goal: unleashing potential to shape the future of Vietnam. This reflects the aspiration to set sail with the companionship and guidance of the Government; the call for a true “breakthrough of breakthroughs” in institutional reform to narrow the gap between policy and implementation; the affirmation that technology and innovation are the “competitive weapons” of the new era; and the urgent need to unlock national resources through capital and human talent – the two foundations that determine the resilience of Vietnamese enterprises.
Ms. Huệ stressed that more than 3,000 proposals distilled from 12 local dialogue sessions and 4 thematic sessions not only reflect bottlenecks in institutions, credit, and infrastructure, but also open up strategic directions for businesses. The Organizing Committee will coordinate with Government agencies to conduct independent monitoring and supervision to ensure that the recommendations are fully implemented, turning the aspirations of enterprises into concrete policies.
At the conclusion of the two-day working session, the Forum adopted the Joint Declaration and the 2025 White Paper on the Private Economy, affirming the expectations and commitments of the business community to accompany the Government in the aspiration to build a strong and prosperous Vietnam by 2045. The gong-beating ceremony, performed by the Prime Minister together with Government leaders and delegates, brought VPSF 2025 to a close in an atmosphere of joy, leaving a profound impression of solidarity, trust, and the aspiration for development of the private sector – one of the most important driving forces on the journey of shaping Vietnam’s future.
