1. JOB OBJECTIVES
Ensure transparency, legal compliance, financial and technical efficiency throughout the entire process of implementing infrastructure construction projects.
Control risks, detect violations, support process improvement and improve investment efficiency.
2. MAIN DUTIES
- Planning: Develop annual/quarterly/monthly internal audit and appraisal plans.
Pre-bid audit: Review bidding documents, contractor selection criteria, estimates and preliminary designs.
Bidding audit: Check the bidding process, evaluate bidding documents, contractor capacity.
Post-bid audit: Check contracts, acceptance documents, payment for construction volume, and incurred costs.
Document appraisal: Appraise design, estimates, construction volume, contract value and legal terms.
Compliance Audit: Assess compliance with laws, internal procedures, technical standards.
Financial Audit: Check investment costs, cash flow, project financial efficiency.
Reporting & Recommendations: Submit audit/appraisal results to the Board of Directors, propose process improvements.
Personnel Management: Assign tasks, train, supervise the audit team and appraisers.
Internal coordination: Work with relevant departments to ensure consistency and control effectiveness.
3. REQUIREMENTS
- University degree or higher in Auditing, Finance, Construction Economics, Construction Engineering.
- Priority is given to those with internal audit (CIA) certificate, valuation, or construction practice.
- Minimum 5 years of experience in auditing and/or appraisal in the construction sector, with experience in all 3 stages: before, during and after bidding.
- Analyze, synthesize, prepare reports, communicate, handle situations, think critically. Proficient in Excel, project management software, auditing/appraisal software.
- Able to read and understand specialized documents in English. Priority is given to candidates who can communicate and write reports in English (equivalent to TOEIC ≥ 650 or IELTS ≥ 5.5)
