On the afternoon of June 30, 2025, in Hanoi, the Vietnam Young Entrepreneurs Association (VYEA) hosted the press conference announcing the Vietnam Private Sector Economic Forum 2025 (VPSF 2025), with the participation of representatives from coordinating units, experts, members of the Organizing Committee and Advisory Board, as well as a large number of media agencies from both central and local levels.
Ms. Pham Thi Bich Hue – Founder & Chairwoman of Western Pacific Group, Chairperson of VPSF 2025 Organizing Committee, spoke at the press conference and emphasized: "The private sector is facing a historic opportunity to assert its role as the backbone of the modern economy, contributing to the process of institutional creation and unlocking development resources for the country."
The forum is hosted by the Vietnam Young Entrepreneurs Association under the direction of the Central Committee of the Ho Chi Minh Communist Youth Union and the Central Committee of the Vietnam Youth Union, in collaboration with the Vietnam Association of Small and Medium Enterprises. The event is expected to involve government leaders, ministries, sectors, organizations; leaders of localities; experts, scientists; embassies, international organizations; and representatives from associations, corporations, and large enterprises from both domestic and international markets.
This year’s theme, “Unleashing Potential – Creating Vietnam’s Future,” includes three rounds of dialogues connecting practical realities with policy planning:
Round 1 (July - August 2025): Local-level dialogues in 10 regions across the country, focusing on four main topics: (1) Autonomous value chains; (2) Institutional creation; (3) Globalizing Vietnamese values; (4) Strategic capability.
Round 2 (Afternoon of September 15, 2025 in Hanoi): Four thematic dialogue sessions, with the participation of related ministries, businesses, and economic experts.
Round 3 (Morning of September 16, 2025 in Hanoi): A high-level plenary dialogue, expected to be chaired and guided by government leaders. At this session, the Forum will issue the VPSF 2025 Joint Declaration, demonstrating the commitment between the private economic sector and policy-making agencies to create a transparent, modern development environment aligned with the demands of the new era.
The outcomes of VPSF 2025 will be compiled and announced in the “Vietnam Private Sector Economic White Paper 2025,” containing specific and practical policy recommendations to be sent to the Government, ministries, and localities.
In particular, immediately following the forum, the Vietnam Young Entrepreneurs Association will develop an independent toolset to assess the readiness to support private enterprises (especially small and medium-sized enterprises) in various localities. This tool will not only create a channel for objective feedback from businesses on provincial business environments but also promote competitive reform between localities, enhance state governance capacity, and improve provincial competitiveness index (PCI). At the same time, the evaluation results will be periodically compiled to form the basis for policy recommendations, which will be submitted to the Party and State leadership, thereby promoting the issuance and implementation of policies better aligned with business realities.
Additionally, the association will take the lead in implementing a training program to develop 10,000 CEOs in the private sector, aiming to improve management capacity, strategic thinking, and adaptability among private entrepreneurs in line with the development orientation of the modern business force as outlined in Resolution No. 68-NQ/TW.
VPSF 2025 is not just a forum, but a journey of unlocking policies, connecting knowledge, and promoting action!
