Specifically, the list of criteria for green growth statistics includes the following objectives:
Objective 1: Reduce greenhouse gas emissions intensity on GDP
The sectors that need to carry out greenhouse gas inventories include: Energy; transportation; construction; industrial processes; agriculture, forestry, and land use; waste.
Objective 2: Greening economic sectors
For the transportation sector, the criteria involve: The percentage of buses using green energy compared to the total number of buses in special urban areas, type I urban areas; The ratio of motor vehicles using green energy compared to the total number of motor vehicles in circulation; The number of charging stations, the number of electric charging ports...
For the agricultural sector, the criteria involve: The amount of chemical fertilizer used per hectare of cultivated land; The ratio of land for sustainable and efficient agricultural production; Degraded land area; The area of certified good agricultural practice (VietGAP) and equivalent crop types; The percentage of pig farming facilities treating waste with biogas or efficient, clean technological solutions...
In the forestry resource sector, the criteria involve: Forest cover ratio; The proportion of naturally restored degraded forest ecosystems; The area of sustainably managed certified forestry land.
Objective 3: Greening lifestyles and promoting sustainable consumption
For the Environmental and Social sectors, the criteria involve: The ratio of collected and processed domestic solid waste; The ratio of domestic solid waste directly treated by landfill; The percentage of urban wastewater collected and treated meeting environmental technical standards.
For Urban areas, the criteria involve: The average area of public green space per capita in inner-city areas and urban areas; The proportion of urban areas meeting green growth standards towards smart, sustainable urban development compared to the total number of urban areas.
Objective 4: Greening transformation processes based on equality, coverage, and enhancing resilience
This objective includes criteria such as: The percentage of urban population provided with clean water through centralized water supply systems; The percentage of rural population using clean water meeting standards; The percentage of the population using hygienic latrines; The percentage of the population living in temporary housing; The percentage of people covered by health insurance...
The circular specifies that the Ministry, ministries under the government, governmental agencies, the Supreme People's Court, the Supreme People's Procuracy, provincial People's Committees, centrally governed city People's Committees, and related agencies must compile, collect, and provide the statistics based on the green growth criteria to the Ministry of Planning and Investment (General Statistics Office) for compilation and synthesis.
Furthermore, close coordination with the Ministry of Planning and Investment (General Statistics Office) is required for amendments and additions to the criteria when requested or proposed by governmental agencies.
